Request for Experts’ Information for the Virtual Centre of Offshore Safety Expertise (ViCOS)
In order to assist the Member States’ Competent Authorities in carrying out the regulatory functions pursuant to Directive 2013/30/EU, the European Commission (Directorate-General for Energy) and the Directorate-General Joint Research Centre (DG-JRC) plan to set up a “Virtual Centre of Offshore Safety Expertise” (ViCOS).
ViCOS is intended to be the “Meeting Point” for Member States’ Competent Authorities, third-party offshore experts and other stakeholders. It intends to coordinate a pool/network of offshore experts in all aspects of offshore oil and gas safety. ViCOS will constitute a Market Place where the stakeholders can search for experts or services that may serve their specific needs. Furthermore, ViCOS will be developed to contribute and facilitate the organisation of training on offshore safety, by providing training programmes, including workshops for regulatory and technical experts.
Though oriented towards the EU Member States’ needs for regulatory and safety expertise, ViCOS is open to the international offshore oil and gas community.
The Database of Experts will be the basis of ViCOS Market Place. To this aim, organizations like the Member States’ competent authorities, consulting firms, industries and independent individual experts that are willing to adhere to this initiative, are asked to insert their organization and/or their personal qualifications to the ViCOS Database of Experts by filling in one of the following Requests for Experts' Information (RFI) forms:
- RFI for Competent Authorities, Organizations and Companies;
- RFI for individual experts employed by the organizations above;
- RFI for individual unaffiliated experts.
