Common Reporting Format and Common Publication Format
Chapter V of Directive 2013/30/EU on transparency and sharing of information calls for the development of a Common Reporting Format for sharing of information related to major accidents and incidents in the offshore oil and gas industry that occurred within the EU Member States continental shelves (Articles 23, 24).
The European Union Offshore Authorities Group has worked under the leadership of Mr. Jan de Jong, Inspector General of the Dutch State Supervision of Mines, and provided valuable input to the Commission on this topic.
The proposed Common Reporting Format and Common Publication Format were then examined by the Advisory Committee on offshore oil and gas safety, and adopted on October 13th, 2014 as Commission Implementing Regulation No. 1112/2014 "determining a common reporting format for sharing of information on major hazard indicators by the operators and owners of offshore oil and gas installations and a common format for the publication of the information on major hazard indicators by the Member States".
Work continues on the development of guidance on selected topics of the Common Reporting and Common Publication Formats.
