EU Offshore Authorities Group

The European Union Offshore Oil and Gas Authorities Group (EUOAG) ) is a forum for the exchange of information and expertise between National Authorities, Third Countries, Industrial Associations, the European Commission and other stakeholders on all issues relating to major accident prevention and response in offshore oil and gas operations.

Member States’ authorities responsible for the regulatory oversight of offshore oil and gas activities and related policy areas are formal members of the Group, which was established in 2012 by
Commission Decision C 18/07 of 2012.

The European Commission - the Directorate General for Energy - chairs the group. Representatives from the offshore Industry, the Unions, Third Countries, Academia, Research Organisations, NGOs, relevant Union Agencies and other stakeholders may participate in the work of the Authorities Group at the chairman's invitation.

The EUOAG shall discuss, assist and give its opinions to the Commission in particular on the following issues in the context of offshore oil and gas activities:

  • Preparing guidance documents, standards and industry best practices;
  • Facilitating rapid information exchange between the Commission and the national authorities;
  • Promoting and facilitating consensus between the Commission and national authorities regarding regulatory best practices;
  • Exchanging information regarding the application of national and Union legislation and policies;
  • Assisting the Commission in monitoring the implementation of relevant Union legislation.

The EUOAG promotes and facilitates the application of best practices and high safety standards in offshore oil and gas operations worldwide.
